Draft 2021 budget: Congo revises upwards its revenue forecasts

Budgetary resources are projected at FCFA 1,846.1 billion, against FCFA 1,525.3 billion in the adjusted 2020 budget, an increase of 21%. Public expenditure will be reduced by 1%, from CFAF 1,630 billion to CFAF 1,615.9 billion.

In a context of double macroeconomic and budgetary shock, marked by the sharp drop in oil revenues and its impact on the national economy and the impact of the coronavirus pandemic, the Congolese government wants to put an end to budgetary management that is too dependent on indebtedness. It relies on prudent budgetary management based on internal resources.

During a Council of Ministers on October 5, the government intends to continue modernizing the tax administration, in particular through the generalization of the banking system for tax collection; broadening the tax base; rationalization of tax expenditure; the modernization of the procedures relating to the revenues of the domain; improving service and portfolio revenues and optimizing the mobilization of external resources.
