The Minister of Finance and Budget, Calixte Nganongo, launched on August 10 in Brazzaville, the Unique Identification Number (NIU). This new system will make it possible to set up a database used by public service administrations in order to ensure better exchange of information on taxpayers.
Established by decree n ° 2004-469 of 3 November 2004, the unique identification number, a compulsory registration of the taxpayer, will serve as a connection key for all the automated processing systems of the administrations of the Ministry of Finance and Budget. From then on, the NUI becomes the reference number for the identification of persons carrying out economic operations in all sectors.

Issued in twelve departments of the Congo, the NUI is awarded to any natural or legal person throughout the national territory. It allows to identify it as a taxpayer and to distinguish it from others. This number is unique and definitive.
The Director General of taxes and estates, Ludovic Itoua, said that the NUI is used enormously by the tax administration not only for the identification of taxpayers but also for cleaning the file. It allows the tax administration to know specifically each taxpayer, his characteristics and even the rights and obligations that are specific to him. “Our administration is therefore engaged in a process of broadening the tax base. All initiatives are called upon to achieve this, ”he said.
According to him, the new NUI has the advantage of being secure compared to the first in that it carries a fingerprint, Iris and QR Code. This means that it will no longer be possible for a taxpayer or a user to obtain several unique identification numbers. “In fact, by targeting the current economic operations carried out by taxpayers, the tax administration is giving itself the means to have a database on all potential taxpayers,” said Ludovic Itoua.
He continued that: “The ultimate objective is therefore to better understand the tax population in order to ensure that it is in compliance with tax law, but also to improve tax compliance. “
As part of a process of broadening the base through the identification of new taxpayers, any payment of taxes or fees is subject to the presentation of the NUI.
Note that during the ceremony, the Minister proceeded to the symbolic handing over of the enrollment equipment of legal persons to the Minister of Small and Medium Enterprises, Yvonne Adélaïde Mougany. He also inaugurated and visited the new NUI enrollment cell in the presence of the actors concerned.
