Congo fixes IRPP at 15%

The Minister of the Economy has granted a stay to taxpayers who find it difficult to apply the rate of determination of benefits in kind of 6% to 15%. “The application of the 15% rate within the framework of the terms of taxation of the personal income tax (IRPP) is exceptionally and temporarily suspended”, informed Jean-Marie Ogandaga.

Until now set at 6%, the rate of benefits in kind has increased to 15% in the Amending Finance Law (LFR) for 2020. Benefits in kind can be defined as the provision of goods or services by the employer for its employees. These benefits are also ancillary to the employee’s remuneration, which must appear on the payslip.

However, the Minister of the Economy has been informed that several taxpayers are having difficulty applying the new rate of benefits in kind. “It comes back to me from the services of the General Directorate of Taxes (DGI) that many taxpayers encounter difficulties in applying this change in their management decisions,” said Jean-Marie Ogandaga, in a press release dated October 22.

Faced with this situation, the Minister of the Economy informed taxpayers that “the application of the 15% rate within the framework of the terms of taxation to the income tax on individuals (IRPP) is exceptionally and momentarily suspended the time for the DGDI to raise awareness among taxpayers and possibly propose solutions more in line with the capacities of taxpayers in the current economic context marked by the impact of the Covid-19 health crisis ”.
