Congo begins construction of second Oil refinery

The President of the Republic, Denis Sassou N’Guesso on February 21 kicked off construction work on the “Atlantique Pétrochimie” refinery, a subsidiary of Beijing Fortune Dingheng Investment, and the extension of the Djeno in the Tchamba-Nzassi district (Kouilou department).

This second refinery will cover national needs and make Congo an exporter of refined products. It will have a production capacity of 5 million tonnes per year, including 2.5 million tonnes in its first phase.

The project financing agreement was signed in November 2020 between the Congolese government and the Chinese company Beijing Fortune Dingheng Investment. The second phase of the project will be devoted primarily to increasing refining capacities and petrochemicals.

The finished products will mainly be high-quality gasoline and diesel, products for domestic use such as liquefied petroleum gas, kerosene and fuel oil, as well as products serving as raw materials for the petrochemical industry such as propylene, propane, hydrogen naphtha and sulfuric acid.

The Minister of Hydrocarbons, Jean-Marc Thystère-Tchicaya estimated that the Congo will be able, thanks to the new refinery, to export petroleum products to the world and in particular to Africa.

“The imperative of building a modern refinery that respects the environment must meet this requirement, but also the needs of our compatriots in quality finished products, to make our country in the short term a hub for exporting our products to the world and particularly in the sub-region ”, he declared.

The Minister of Hydrocarbons also called on the teams to work tirelessly in order to meet the construction deadlines.

Note that the company has developed a detailed local recruitment plan and plans to recruit five thousand local employees and executives.

The company is committed to building community infrastructure as part of corporate social responsibility. She will work with the relevant authorities to formulate detailed social welfare plans, such as the construction of schools and medical centers, road maintenance and adequate charitable donations.

Regarding the extension of the Djeno gas plant, the Minister of Energy and Hydraulics, Serge Blaise Zoniaba, stressed that the project will help relieve the populations in terms of electrical energy.
