Chad’s yearly Performance project updated

Launched on October 06, the work to update the annual performance projects (PAP) of 28 sectoral ministries which are part of the series of 19 distinct activities that will make it possible to prepare the 2021 budget bill.

The production of the PAPs appears in the instructions of Marshal Idriss Deby Itno, recorded in the circular letter N ° 0001 / PR / 2020 of September 14, 2020, relating to the preparation of the general budget of the State for the financial year 2021. Thus, the Ministry of Finance and Budget and the sectoral ministries are present for this exercise as part of the pursuit of public finance reforms and to ensure a smooth transition to the new budget presentations.

It is the same for the computerization which appears in the aforementioned circular letter in particular, the preparation and the execution of the State budget for the financial year 2021. It will also concern the new system of information and management of public finances (SIGFIP).

“The promulgation in February 2014 of organic law N ° 004 / PR / 2014, relating to finance laws (LOLF), was a catalyst event. Two years later, in 2016, with the support of the World Bank, the Ministry of Finance and Budget succeeded in producing annual performance plans for five pilot ministries.

In 2017 and 2018, these efforts continued with financial support from UNICEF and technical support from the UNDP Dakar pole, as part of the PACIE project, implemented by the CEMAC commission. Finally, in 2019, and as part of the State Consolidation Support Program (ACET2) funded by the European Union, 25 models and 79 programs were produced ”, underlines the Secretary of State for Finance and to the Budget, Mrs Ndolenodji Alixe Naimbaye.

At the end of this workshop, the updated 2021 PAPs will be consolidated and annexed to the PLFI for information to build the National Assembly on the budget presentation which will come into full force from 2022.
