CNPS Decries Unpaid Social Contributions from Enterprises in Douala, announces forced recovery

Ninety eight billion FCFA is the amount companies in Douala owe the National Social Insurance Fund commonly known as CNPS. The Director of CNPS for the Littoral and South West who made the revelation also disclosed that a forced recovery might be executed to get their due.

At a meeting held with 250 companies (debtor inclusive) in Douala on Tuesday March 10, 2020 the Regional Director, Jean Paul Biboum says, “the situation leads to a social debt of 1.9 billion FCFA for 700 pending files in the economic capital Douala.” This implies that, the payment of pensions is becoming increasingly hard. He adds that, “It is therefore necessary to find ways and means to lighten, even erase this increasingly heavy burden.”

Rather than enforcing the closure of these recalcitrant enterprises, CNPS is opting for a pacific settlement to make them fulfill their engagements through “a common agreement on the terms of debt clearance of companies whose bosses have made social evasion a favorite sport, to the chagrin of workers.”

Should the companies remain obstinate, CNPS is considering invoking provisions of decree 2015/2517 / PM of July 16, 2015, which sets out the modalities of application of law 017/2001 of December 18, 2001, relating to the procedures for the recovery of social security contributions.
