Chinese company Complant involved in the “Ignié 2021-2046” project

The Minister of Special Economic Zones (SEZs) and Economic Diversification, Jean-Marc Thystère-Tchicaya, met with the Deputy General Manager of “Complant”, He Haishan, in the presence of members of the company Tinda Energy Congo SA, on November 4 in Brazzaville. This meeting allowed the Minister of SEZs to get an idea of ​​the contribution of the said company in the execution of the project.

The exchange between the two parties allowed, among other things, the partner to have an overview of all the sectors concerned and the government’s involvement in the execution of the project. It was also a way to examine the gradual implementation of this hybrid and expandable electrification project via solar and biomass, which is part of a vision of ecological respect with the objectives of reducing greenhouse gas emissions and recovering household waste.

“The CEO of Tinda Energy is working with a partner, the Chinese group Complant. The latter must find the necessary financing internationally. Indeed, they have the necessary expertise to be able to move on to the first phase, the first part of this development. This involves building a solar energy park with a capacity of 55 megawatts in this first part. This would allow us to inject this energy into our national company E2C and to be able, with the surplus, to supply high voltage to the Maloukou industrial park which needs energy for factories that create jobs, value as well as being able to sell it to our brother country, the Democratic Republic of Congo,” explained Minister Jean-Marc Thystère-Tchicaya.

The minister recalled that the government is developing four special economic zones and in this project, the contribution of the Tinda Energy company is to develop the energy part of that of Ignié with the industrial and commercial park of Maloukou. “You know that the government is making great efforts to put high voltage and quality energy at the level of the special economic zone of Ignié. It is also making a lot of efforts to change the legal framework, particularly on everything related to customs and tax exemptions, so as to have a framework outside the ordinary law to attract investors who could capture foreign direct investments in order to be able to develop these special economic zones and particularly that of Ignié today,” he continued.

For his part, Yannick Jutta, CEO of Tinda Energy Congo SA, clarified that the cooperation with the state-owned company Complant will be based on the construction and operation of the said project. In its implementation, the company Complant will be the contractor able to provide supplies and financing, in particular the financing of equipment for everything related to operating costs, construction and implementation. “This is the materialization of the public-private partnership… In perspective, we plan to visit the ministers who support the project, in particular the ministries of Energy, Land and Industrial Development, to consolidate the project and reassure the financial partners that the government supports and accompanies, in fact, the project ,” he said.
