By a decree n ° 1314, signed on June 23, 2020, Chad’s Head of State, Idriss Déby Itno, has reframed the remuneration of new Chairperson of the Boards of Directors (PCA) of public establishments, state and parastatal companies.
The terms and conditions of remuneration for PCAs are now set by the Board of Directors of each entity. While a previous decree number 1024, of May 29, 2020 stipulates that, PCAs benefit from a monthly remuneration corresponding to that of the director or general coordinator of the entity concerned.
Under the terms of the new decree, PCAs benefit from a salary, the terms of which are fixed by the Board of Directors of each entity. PCAs carrying out another remunerated public activity will only be entitled to an occasional flat-rate allowance. The terms and amount of this allowance are set by the Board of Directors. However, the previous decree does not exclude any PCA.
Indeed, the Chadian government has decided that from now on the BCPs of public establishments, state-owned and semi-public companies will be appointed by decree of the head of state. Thus, Decree No. 1023 of May 29, 2020 was adopted to regulate the procedures for the designation of PCAs.
On June 2, nearly forty PCAs from the entities concerned were appointed under Decree No. 1117. Many are already installed at their posts.
