On October 16, President Denis Sassou N’Guesso issued a decree appointing Maixent Raoul Ominga as Director General of the Société Nationale des Pétroles du Congo (SNPC) for a five-year term.
Chartered accountant and in-house executive, Maixent Raoul Ominga, Director General of SNPC since February 28, 2018, has just been reappointed to this position by the Head of State, Denis Sassou N’Guesso, for a new five-year term.

” Mr. Maixent Raoul Ominga is appointed Director General of the Société nationale des pétroles du Congo. He will receive the compensation provided for in the texts in force. This decree, which takes effect from the date Mr. Maixent Raoul Ominga takes office, will be registered and published in the Official Journal of the Republic of Congo,” states the presidential decree.
His reappointment as head of the historic Congolese oil operator comes after the approval, on October 7, 2025 in Oyo, by the Council of Ministers, of the company’s new statutes.
Essentially, this law provides that, as a technical tool of the State in its energy policy, the SNPC should be in line with current concerns relevant to its sector of activity. To meet the State’s expectations and address the challenges it faces, the SNPC’s administrative organization should be strengthened, to enable it to undertake new activities more efficiently.
To achieve this, it is planned to create two new structures within it, namely the Centre for Studies and Management of Oil, Gas and New Energy Data and the Gas and New Energy Department.
Similarly, to enable the general management to carry out its projects, it is proposed that the mandate of the general manager be increased to five years, renewable, and that of the members of the Board of Directors be increased to five years, renewable once.
Maixent Raoul Ominga was first appointed Director General of SNPC on February 28, 2018, replacing Jérôme Koko for a four-year term. He was reappointed to this position by presidential decree of March 3, 2022.
