At UN General Assembly Chad presents 5-year Development plan

During the 75th session of the United Nations General Assembly, which is being held by videoconference, the Field Marshal of Chad, Idriss Déby Itno, in his statement, read by the head of the Chadian diplomacy, announced the development of a new national development plan 2022-2026. He also insisted on the effects of covid-19 on poor countries in general, and Chad in particular.

The whole world is now taking the brunt of the Covid-19 pandemic, but capacities to deal with it vary. Developing countries, in particular African countries, because of their multiple structural weaknesses, are more exposed to the consequences of this scourge. Chad, a landlocked Sahelian country, already experiencing a multitude of shocks, is suffering the full brunt of the multiple repercussions of this pandemic on various aspects of national life. Its priorities underlines Marshal Idriss Déby Itno, are turned upside down and the limited resources of the State have had to be reoriented to face first, health, humanitarian and socioeconomic emergencies.

Chad’s 2017-2021 National Development Plan, which was strongly supported by donors when it was presented to the Paris Round Table in 2017, did not receive the expected results, due to the low mobilization of resources, President Déby noted. Also, he adds that, to support the government in its efforts to promote its sustainable development, keeping the promises made for its financing is vital for Chad, which is currently developing the second National Development Plan 2022-2026.

Moreover, “as in other countries sharing the same conditions, the socio-economic situation is worrying in Chad. Growth for the current year has been revised down; the budget deficit has widened; several hundred thousand workers found themselves in a situation of technical unemployment; household life was considerably affected; macroeconomic data for 2021 is not looking the best.

The State’s capacity to implement development actions stemming from the National Development Plan 2017-2021, considered as the main lever for the implementation of international agendas, in particular, the ten-year plan of the 2063 agenda of the ‘The African Union and the United Nations’ 2030 Agenda find themselves weakened ”, Marshal Idriss Deby Itno deplores.
